Normand Ménard is the founder and president of Upland Environmental Ltd., based in Plamondon Alberta. He has 20 years combined experience in the private sectors of forestry, land use and environmental planning.

Forest Planning & Field Work
Normand began his career in the early 1990’s working as a field technologist planning and locating access roads for the forest industry in northern Alberta. This base experience provided him with an opportunity to go work directly for a lumber mill “West Fraser” in Fraser Lake, B.C. In his position as a Forest resource planner, Norm was involved with in the resources planning process and field implementation of harvest plans and access roads. 

In 1998 Normand formed his new company Normko Resources and relocated to Hinton Alberta where he began his consulting career in forest harvesting and road planning for Weldwood of Canada. He spent much of the 5 years in Hinton providing various services in planning, layout, road location, engineering and designs, land use coordination and Sand & Gravel development.

Rail Transportation
In 2003 soon after Normand relocated to Plamondon Alberta, he hired on with Athabasca Northern Railway as their Log Haul Manager to service the transportation of logs to the Alberta Pacific Pulp Mill. In his role as manager, he was responsible for three log transload facilities in Northeastern Alberta where the rail company would maintain an inventory logs and would load special bunk rail cars to be transported to the mill. Additional responsibilities included the purchasing, maintenance and managing of log handling equipment, rail cars and facilities, truck weight scales and operations, hiring equipment operator and supervisor staff, safety plans, budget control and working with the transportation and shop departments.

Environmental, Land & Surface Materials Development
In 2006, Normand made the decision to go back working as a consultant in Northeastern Alberta where the oil industry had been actively growing. With all the new oil projects on the horizon, sand and gravel development had become a high priority and the demand for expertise in this field soared. From this point on Normand has actively worked as a consultant with Government and private industry in providing land development services to aid his clients in acquiring gravel leases, access roads and miscellaneous leases on crown land. This development work has included a multitude of work from dealing with other stakeholders such as oil and gas companies, First Nations, Forest companies, trappers and many others. With Norm’s past experience dealing in a wide variety of work types, has providing him with ability to serve his clients with a complete turnkey service. Since 2006 he has been involved with the application process of numerous gravel exploration permits, gravel lease sites, access roads and all environmental, land work and mapping associated with these projects. Though careful diligent planning and working closely with Government and industry he has been successful in providing excellent project plans and acquiring approvals for his clients. Normand has also gain a respected reputation for his sound practices and innovation within the industry.
